  • Frank Andrade

    Director of Construction

    Frank leads the company’s operations with more than two decades of construction experience throughout Southern California. His background spans restaurant, retail, and office projects, from preconstruction and contract negotiation to final turnover. Frank’s attention to detail and leadership ensure projects are executed efficiently and to the highest standard. He earned his Bachelor of Science in Business Administration from the University of Phoenix.

    Chief Executive Officer

    Noe oversees CDM Builds’ leadership, management, and strategic direction. With over 20 years of experience in commercial construction, he has established a culture of collaboration and accountability that drives the company forward. His focus on client relationships, operational excellence, and long-term growth continues to shape CDM’s reputation across the Western United States.
